You can easily borrow a bike with Capital Bikeshare... It's cheap, easy and effecient! The tip is to bring the back 5 minutes before the free period ends and to wait 5-6 minutes until the timer resets itself and to borrow the bike again...

You have to become a member first (25 dollar for a month) and then you can ride 30 minutes for free and pay quite significantly after that. See http://www.capitalbikeshare.com/pricing . Quite disappointing for Dutch standards, but have seen worse - it is clearly focused on people taking very short rides of up to an hour. It's focused on biking within the city. The program has not expanded out into the suburbs much, but a lot of DC is accessible within 30 minutes of bike riding.
There is a Bikeshare rack located very close to the venue. A 24-hour membership is $7 and a three-day membership is $15.
