A scholarship will cover the cost of an individual's round-trip travel, shared accommodation, and conference registration as arranged by the Wikimedia Foundation.
Applicants will be rated using a pre-determined selection process and selection criteria by the Scholarship Committee, who will determine which are successful. To learn more about Wikimania 2015 scholarships, please visit:

Does the cc to the wmfall list mean that WMF staff also have to apply via the standard scholarship process, to get travel funding? If so, nice idea!

The WMF scholarships programme is aimed at volunteers
As far as I'm aware, there is nothing stopping WMF Staff applying for scholarships on the basis of their voluntary work. However, people will not recieve scholarships based on paid work, including WMF paid employment. There is a separate travel grant system for Foundation staff who need to attend Wikimania as part of their jobs.

In the application form, there is a text input form to enter "Closest international airport". I bet this will be used to calculate how much travel cost will be. How "international" should this airport be? Such as the ones that operate inter-continental/-oceanic flights? For example, my closest airport has three international destinations to nearby countries, as well as to a big airport Tokyo/Haneda. (Flights between the airport and Tokyo will cost drastically cheaper if booked as as a whole itinerary.)

Yes, it's used to give an estimate of costs when determining how many scholarships can be distributed and to whom under the available budget. However, it isn't critical as final travel arrangements are always made on a recipient-by-recipient basis and there is flexibility in the system.
In your case I would recommend giving your closest airport, even if the international destinations available are limited.
