The second paragraph is the first paragraph of the https://wikimediafoundation.org/wiki/Friendly_space_policy , which means "full details" are not below.

It should either just include the full policy inline (simpler), or say something like:

"I agree to read and abide by the Friendly Space policy, found at https://wikimediafoundation.org/wiki/Friendly_space_policy . An excerpt is below:
