is the Oyster card included in the registration package in any form? (As for example the fare card for 10 rides was for the Washington Wikimania attendants in 2012)

I think that was mostly for scholarship recipients.

I had no WMF scholarship but I was given one as everybody who stayed at the HI hostel in D.C.
