I don't know about in France, but our state department is inclined to
reject any photo that shows any evidence of having been altered,
digitally or otherwise. And when you think about it, you really can't
blame them.

Agreed.
My hubby wanted me to do it on Photoshop. This is what we did for our
first son when he got his american passport. He was 7 months old, and
after we found ourselves playing rider and horse in an automatic machine
(with very little success), we gave up and ended up doing his passport
pictures on Photoshop, with a white linen on the floor.
These days are gone. :-(
