The new terms don't start until 1 January. The way the transition has been done in the past is that new arbitrators are able to become active on any open cases, on what I suppose you would call an opt-out basis.
Perhaps better termed an "opt-in" basis? They're presumed to be inactive on a case, until they actually opt-in on a case. Otherwise, congratulations to the new Arbitrators, particularly Brad and FloNight, with the highest support and a brand new seat extension respectively!

If the new slates take effect on Jan 1, and new arbs aren't necessarily considered active on current cases from 2007, what happens on Jan 1 to former arbs involved in still active cases? Especially where they voted to accept a particular case, voted at [[WP:RFAR/proposed decision]], etc.? Presumably, these cases will lack a quorum to make a decision if new arbs don't join?
By precedent, an outgoing arbitrator as of January 1 may remain active on cases pending at the time of his or her depature. Typically, departing arbitrators do this where they have invested significant time and effort in the pending cases.

What would make sense would be for the retiring arbiters to continue participating in cases where they are already participating until tha cases are decided. They just would not be able to get inolved in new ones.
