Perhaps better termed an "opt-in" basis? They're presumed to be inactive on
a case, until they actually opt-in on a case. Otherwise, congratulations to
the new Arbitrators, particularly Brad and FloNight, with the highest
support and a brand new seat extension respectively!

The new terms don't start until 1 January. The way the transition has
been done in the past is that new arbitrators are able to become
active on any open cases, on what I suppose you would call an opt-out
basis.
