By precedent, an outgoing arbitrator as of January 1 may remain active on
cases pending at the time of his or her depature. Typically, departing
arbitrators do this where they have invested significant time and effort in
the pending cases.

on Jan 1 to former arbs involved in still active cases? Especially
where they voted to accept a particular case, voted at
[[WP:RFAR/proposed decision]], etc.? Presumably, these cases will lack
a quorum to make a decision if new arbs don't join?
