No. They cannot be. To *some extent* the text description of a
recipe can be, but that is limited by the fact that two sets of
instructions to do the same thing are necessarily similar; there is
little scope for artistic expression.
The facts and steps in instructional material cannot be copyrighted.
They MAY be patented (rare in recipes) or trade secret, but not
copyright.
