I think the majority of Current Events editors would disagree. The
page has been the place to highlight significant news events, and
linking to articles related to them, largely regardless of article
quality. In fact, consider it a good, timely way to fill in articles
with relevant info.
I think a good general
guideline is to not add anything to "in the news" unless you've
personally edited the page you're linking to make sure it's up to date
and contains a reasonable amount of relevant information.
I agree that it should be encouraged, but so far, I don't believe
there is any policy like this for Current Events links right now.
