A decision hasn't been made. We're looking at cc-0 for the beginning for the data but the community might decide to change this later.
I think that CC-0 is a good choice.
The answer is that WorldCat is published under Open Data Commons, Attribution (ODC-BY). For more information http://opendatacommons.org/category/odc-by/ . I know CC0 is tempting choice, but I hope a choice is made that can accommodate willing partners.

For Wikimedia related projects I think that the share-alike ODC-ODbL is a good choice. :-)
It is a question whether the CC-licenses can be used to any major extent when the individual data items are mere facts.
I wonder how you manage to attribute the data sources in aggregation databases. You might need extra fields: 'source database' and 'license'. I suppose that is not in the Wikidata proposal? For Wikipedia you often use a template to indicate source databases where attribution is required.

The source of a statement in Wikidata can be collected and it is an integral part of the data model even. http://meta.wikimedia.org/wiki/Wikidata/Data_model has the whole data model. Storing the license should also be possible.
