The notability page starts the list of criteria with the following: "if it meets at least one of the criteria below". It meets number three, a structural need. There is no need to satisfy all the numbers.

It does not seem to satisfy the first notability criterion for https://www.wikidata.org/wiki/Wikidata:Notability (no sitelink). But maybe that's an exception ?
