To clarify: This already *is* implemented in the software. There are just some conflicting aliases to be cleaned up before we can turn alias uniqueness on.
Basically, there is the conveniance of being able to use a localized name, against the the inconveniance of being forced to find unique labels and aliases.
Basically, the community has to pick one or the other: use P-number everywhere, or (optionally) use localized names, but be forced to find unique ones.
