Isolation reduces the impact. I think Probability of Detection is actually a very good metric when thinking about vandalism. But it needs to be weight against impact/visibility.
For Wikibase integration in Wikipedia, we worked to make the PoD grow along with the impact: pages that use info from wikidata will have changes to that data show up in the watchlist and recen5tchanges (integration with the page history is still planned).
