Of course those outside of the US can (and should!) participate! Please do! It's hosted by the US folks but it's for all of us.
Please add your topic that you'd like to talk about on the wiki page at the link provided. Then you'll be one of those who also share, as Dominic mentions. As many as 10 can share or ask questions in the hang out. If you want to be one of those 10, sign up on the page as such (there are two headings to differentiate this). Then we'll share the appropriate link with the speakers.
The youtube link to watch live will be shared on this list, on twitter, Facebook, and on the wiki page once it's begun. This is a weird hang outs on air quirk that we haven't quite figured out yet. We're still learning this tool.
