What GGTF did was bring into focus for more individuals issues of behavior (sexism, male dominance, negative female response to same) that had not been as clear before.
When it appeared GGTF might have the ability to change some of these behaviors, it was forced to Arbitration by those who wanted to make sure those behaviors would not be challenged.
Arbitrators made it clear that a few female temper tandrums regarding things like organized and repeated BLP violations or repeated harassment over a number of years will not to be tolerated and would be punished with the ultimate sanction. (Unless of course one takes the trumped up and even fabricated accusations of two editors who have been harassing me long term, one most definitely a sock puppet, seriously!)
And they made it clear that systemic bad male behavior to forward various agendas -- if supported by enough editors willing to have a fit, quit, stack discussions with their supporters, vote out arbitrators, etc. in an organized fashion -- would result in only a smack on the wrists.
I think a lot of women quit Wikipedia after the first couple snide and critical comments because they sense that that sort of sexist double standard pervades Wikipedia. I'm annoyed with myself I put up with it as long as I did.
