I feel I did not do a very good job of explaining the situation. I am NOT saying that we need staff at Wikimedia ZA to make a future WikiIndaba happen just as I am not saying that WikiIndaba is based on edits (although edits and new editors are super important).
What I am saying is that Wikimedia ZA is not currently (for 2016 at least that is) in a position to move forward with hosting such an event at this current time and I would like to second Isla and Florence's suggestion that anyone amongst us is encouraged to be bold and take up the WikiIndaba baton.
I agree that the basis of WikiIndaba is to focus on strategies and learning opportunities to promote Wikipedia and other Wikis in Africa. A very important part of that promotion work is growing the Wiki editing community in Africa and now is the period to build on the legacy of WikiIndaba by focusing on growing the community and reporting.
Felix is absolutely right to point out that we need to be better at retrieving, recording and reporting the work we have all done following WikiIndaba. The structures we setup at WikiIndaba is a fantastic way to start reporting and sharing those experiences, lets use them. That way we will be better prepared for a future WikiIndaba that will be able to grow from the strong foundations put down at the last Indaba. Now is the time to build on the resolutions and strategies made at WikiIndaba 2014 to set the scene for a successful future WikiIndaba.

I am of the opinion that a committee be created for the purposes of Indaba and a representation from each affiliate country present in the committee. I am not sure about the small size of editing communities but i can say for a fact that a couple of affiliates have sprung after Indaba ( i can recollect Ghana, Nigeria, Algeria, and a few more) and these new additions have grown new editing communities.
Many good things have been achieved after Indaba but i think people have not reported and little work has also been done in retrieving such information, which is why i believe a dedicated committee for the purposes of Indaba will be great. The various representations in the committee will also ensure a more effective way of collecting feedback and help monitor the progress of work done in each country and Africa as a whole.
I am of a very strong view that the basis of hosting Wikiindaba should not be based on edits, but should be seen more as a strategy session for the African continent and an opportunity to learn from what has worked or is working for other countries. More of like a networking forum (whether yearly or biannually) to discuss and forge the way forward for Africans and what will best work in Africa.

This is partially due to the scaling down of Wikimedia South Africa as we no longer have a full time employee who can provide the logistical support necessary to make another event happen.
