Exactly; I think that's a good guideline. If something is done
unilaterally and it's reverted (e.g. blocking a user; speedy-deleting a
page, moving a page, etc.), it should be discussed at least briefly
before being re-instituted.
Of course, it doesn't help when our own Jimmy Wales ignores this
guideline, even going so far as to use beaurocrat powers to "win" a
wheel war.
