What exactly will constitute an item and what will not will be up to the
Wikidata community, once it exists. We will have the possibility to create
pages for items that do not have Wikipedia articles, as Jakob notes, but
this does not mean that there will be no notability criteria.
I agree with Oren, that we have to (and we actually did and do) consider
the pragmatics of the project within the Wikimedia family of projects. And
we have and will start rather simple, and slowly increase the scope of the
project depending on the need and the feedback of the community. But our
first priority, as already noted, is to support the Wikipedia projects,
then other Wikimedia projects, then the Web as a whole, and finally
anything else :)
That is one of the reasons why I am reluctant to simply say: "yes, upload
all data into Wikidata". That's simply not my job to do. We are building an
infrastructure that would hopefully support such a request, but in the end,
a community that does not even exist yet, has to make that decision.

- normal Wikipedia articles of any language
- things that are included as items in a list-of-X-article
- words (Wiktionary)

Managing the vast number of items will only be possible with backlinks,

instance you can get the list of Wikidata items linked to or used in
some
selected Wikipedia article and you can get a list of items not used in
any
article for cleanup.
