It must be possible to turn this bug into a feature. With such an international gathering in Gdansk, and with the farewell party that evening, having the fact of the world cup final at the exact same moment should be seen as a good thing. I think it is important that whoever is planning the farewell party make sure there is a giant screen...

The final is planned to begin in 20:30 of the local time in South Africa (UTC +2): in Poland it sure be the same hour (in summer UTC+2). It isn't likely to happen certain official event except farewell party, if planned. You can safely choose either to attend such a party (or if there is no party, to go downtown w/ other people) or to go somewhere you can watch the TV (at the hotel or at football bar - if Poles have such).
The question when and how many such parties we will have would be a topic for planning list I guess.

I think those subjects are welcome on Wikimania, even if open government might somewhat outside of the core focus of the community. It all depends on the speakers and presenters

questions will be about video streaming (Wikimania 2009 had an astonishing and efficient process of video recording and streaming)
I agree. We are working on having proper infrastructure in place to make this happen.

It wasn't clear when we set the date and we have this unfortunate collision. I am sure that football fans will not regret coming to Gdańsk for Wikimania!
