Hence the suggestion that this shall be the last time Wikimania bids happen this way. Next year, not just the way of organising synchronous meetings, but the entire method of choosing a location and organising team should be changed.
IRC isn't the only thing that's become a bit too retro.

judge entries? Especially with more bids coming from outside of Europe

North America, it seems to me that whatever timezone you pick will be extremely inconvenient for someone, and it might be a better use of the organisers' time to come up with an alternative method, rather than desperately trying to come up with a time that everyone can be present?
