There was certainly a lot of discussion about this in the informal gatherings after Wikimania Boston. Some people did remark that a large proportion of those attending Wikimania were not Wikipedians themselves, and that they would enjoy at least one day of brainstorming/problem-solving open only to active Wikipedians. Unlike Hacking Days this would focus on non-technical issues. I don't know if it could happen at the same time; that depends on how many people would want to attend both.
An expanded Board meeting would probably fit in best after Wikimania when attendees could wrap together the ideas that they have picked up at Wikimania itself as well as whatever other meetings are organized.
The effect of this on accomodations is that some will be needed both before and after Wikimania. Some people may want to arrive a day earlier to adjust to jetlag, or could have their travel affected by the timing of airline connections. Since Taiwan is an island the latter may be more of a factor than it was in the last two years. I don't expect that we would have the same bargain accomodations for these extensions as there are for the main part of Wikimania, but if enough people want to stay longer perhaps block rates are available.
