By all means ask him, but I really can't see him making unilateral appointments to ArbCom. I'm not sure he would keep his special position within the English Wikipedia hierarchy long if he tried to, either - he only has power because the community gives it to him. (Well, he's on the board, but that's just gives him a vote on board resolutions, it doesn't give him unilateral power over anything.)
Unilaterally appointed essjay to arbcom not that long ago.
Remind me, how did that work out? ;)

According to the timeline on [[WP:ARBCOM]], he was an appointed arbitrator for a very short period - I don't remember the circumstances of his appointment. I never questioned it, though...

Appointed around the time he became a wikia employee. I think to replace someone or grow arbcom one of the two.
Prior to that Jimbo's early appointments were back when the great and the good of the project were fairly obvious and he was more involved. Latter appointments were for the most part former arbcom members the exception being kelly martin.

The two things were of course entirely unrelated, and EssJay was appointed at the request of and unanimous support of the ArbCom. (But, some wonderful ArbCom members wrote to me later and apologized for not voicing concerns, and we all have egg on our face in that fiasco.)
