Let's sum it up and stop flapping our gums:
1. When you block a user, try to explain why. The best explanation would be to cite the appropriate section of the Wikipedia:Blocking policy.
* Example: "being a dastardly villain, see blocking policy #86"
2. Blocks made without an appropriate policy reference, may be reversed -- but when you un-block someone, kindly leave a note at the original blocking admin's page, and say something like: "I unblocked Snidely Whiplash because you forgot to cite the (being a dastardly villain) section of the blocking policy."

Ed Poor First Elected Bureaucrat <-- and proud OF it
I repeat. Where in the arbitration committee charter are they authorized to make policy?

Requiring a sysop to do something which they were not required to do before is making policy. This is my last posting on this topic.

It's not requiring you to, its simply pointing out that if you don't other sysops are perfectly at liberty to revert it. Mark

No rick, NO. Jimbo and the Arb commitee make policy not the indivdual sysop.

Wrong Plato. At least in theory.
In theory, the community makes policy. Individual sysops enforce it in short-term, no-brainer cases, the Arb committee enforces it in more complicated cases, and Jimbo steps in and says "whoa" when any of the above screw up royally.
Unfortunately, I don't see a lot of *any* of that going on in practice. Just in theory.

"citing appropriate section" is rather onerous. I hope that a sensible explanation, not limited to a one-word epithet, for example, "repeatedly moving user pages to article namespace", would suffice.
