Situation: Sockmaster, very persistent, has been going for a month plus, editing from a major city's public library system using IP accounts initially but creating up to several named accounts per day more recently.
Articles have been semi-protected in many cases, but... I am wondering if it would be considered abusive to do a "can't create new users from these addresses" IP block on the range of IPs used for those libraries.
That's not "all edits blocked", just "can't create new accounts".

I know that if you try and edit while there's a "can't edit pages" block, you get a block message telling you to email the "unblock-en-l" list.
I don't know what happens if you're IP blocked from setting up accounts, and try to set up an account. I will test that and get back to everyone.

Is that possible? I don't remember seeing an option anywhere to do that. You can block anonymous edits and account creation and tell people to email the unblock mailing list to get accounts created for them - that's your best option, I think.

Maybe. It would only really be useful in cases where the vandalism is on a small number of pages (ie. where it's possible to semiprotect them), but that is probably quite a large number of cases.

I misunderstood the flags; testing it, I clarified to myself that indeed, as you noted, I can't do what I wanted to.
I'm not willing to block all of New York City's public library IP space just for this one vandal. They're annoying but not horribly destructive enough to justify that. I'm semiprotecting articles and hoping that they don't have the patience to create sleeper accounts and wait out the new user timeout.
Have you tried contacting the library itself to ask? Some libraries require users to sign in on entry - perhpas they could identify who's doing it and sort it out? Vandalism might be in conflict with one of their usage policies.
