I'm going to split the prior thread because its off topic for the thread.
Some have stated to me on the list (Majorly) and on IRC (Others) that I should not be using the mailing list to float ideas.
May I have one of the list mods define the purpose and mission of this list please?

Sure you can float ideas. I was just asking why you came here first, instead of the talk page of the discussed issue, which to me is more logical.

Per the listinfo, "This mailing list is for discussing issues relating particularly to the English language Wikipedia." It doesn't have any actual power, it's not part of a dispute resolution process, it's (ideally, IMO) for encyclopedists to talk about encyclopedic issues in a fruitful and interesting manner.
"To float ideas" is as good a restatement as any, I'd think.
(If your idea sinks, of course, spending 1000 messages splashing about trying to pull it back up may try the patience of other readers.)

I mentioned recently somewhere on wiki that I thought the only currently functioning online forum discussing Wikipedia is now Wikipedia Review... someone in response (I think it was JzG?) - mentioned that the mailing list is the optimal place for discussing wiki matters - this of course tallies with the responses to this thread to date (thanks Greg!)
Further to Jon's comment about floating ideas (and whether or not they're welcome) - I just wanted to ask about others' ideas about disruption / moderation and the 'editorial control' aspects of how this list works... is the list of folk on moderation publicly accessible? (should it be? I'd certainly be in favour.....) - is it normal practice for folk to be 'unsubscribed' from the list if their disruptions continue? - and is there any oversight / discussion of when these measures are appropriate or inappropriate?
The last six months have been the most 'meta'-active of my wiki experience, and I'm interested in discussing the above to continue to see how this list works, and how helpful it can be.....
