l admit, when I first noticed this today, I thought it a little odd. If people can type the username into that box they can just as easily type it into the address bar. Then again, if they arrived there via [[Special:Contributions/Target|a link]], they might not know this - newbies.

It's good if you're checking over a few different people's contributions. Probably more for admins.
Also, I wasn't aware of the newbies' contribution listing feature before it was exposed in this feature.

Many biographical issues drawn to OTRS attention need to be dealt with quietly, but I'm going to start sticking the ones that would benefit from wider attention on the BLP notice board. Often these will be relatively notable subjects who have a biography that does not look neutral at all - and the sourcing certainly needs checked.

Ones I've placed there do ... do you mean a response on the page, or a response in editing the articles?

Both. -admins is a perfectly good place to poke people to deal with bio problems. Admins can of course hide problematic revisions as well.
