Knowing Wikipedia's reach and reputation, why
would a content owner
refuse a reasonable free use license over something as trivial as an
image of an album cover?
Because that would make it one step more difficult for them to sue people
making bootleg copies of the album.
Why would they want to compromise their entire legal strategy over
something as trivial as having their album cover on Wikipedia?
