When did it get that power in the first place? Most people aren't
aware it exists; it's been there all of two months, and in its
earliest incarnation called for the discussion of things "that the
community should be aware of, such as proposed community bans". I am
not sure when it quietly appropriated to itself the authority to
*declare* a community ban, or insist on enforcing lapsed ones...
Yeah, TBH, I hadn't heard of the community noticeboard till now. Then again,
I don't deal with this sort of problem anymore, so I'm probably atypical of
Wikipedians.
