It would be helpful if our "guidelines"/"policies" were set down in
the
same manner as IETF RFCs are, with the same uses of SHOULD, SHOULD NOT,
MUST, MUST NOT, etc...
"never" overrides "always", so "never link anything in section
titles in
articles" overrides "always link dates in articles".
