That would be the meta admins. If you have a reasonable claim to make
of financial impropriety on the part of any of them in editing the
interwiki map, you should really make a clear claim rather than an
allusion of a possibility.
(Compare, e.g. allusions that en:wp admins *might* be working to
benefit Wikia. They sure might. But you'll need more than an allusion
to be taken seriously.)
