In theory WP:CP would have been the process early on. As the sitution
grew special measures became required.
All of this was, in retrospect, a mistake. But
I'm not sure it can be
chalked up to 'eventualism', rather than other causes.

By the same token imitatism can't be shown to have any downsides
either. The problem with eventualism is that in most cases I can show
it supports both sides of the debate.
