99% of the people who would be useful admins do not fit that (quite
demanding) criterion.

Assuming your figure of 99% is not intended as an exact numerical value,
I agree with this 100%! And I think this is the key point that is often
overlooked/ignored. You can be a useful admin even if you don't spend
the bulk of your time doing admin-only tasks.
