There isn't such a policy, by name or effect, as far as I know.
We do however try very hard to look at the entire situation and understand what on earth is actually going on. And we often disagree amongst ourselves as to what's actually going on. That's why it's a committee, not a single impeccably fairminded individual such as myself for example. It's not a seamless borg working in lockstep.
