Yeah, but there's no indication on the block log that it's a community
ban, when there's (I think) a rule that you notate it when you block
them.

Problem is that a lot of blocks become post facto community bans.
It might be good if the policy was that they can't become post facto
without being made official and documented and posted to ANI and such.
I don't mind a block going from normal to community ban - but it needs
to get documented and be through the review process as it is, IMHO.
