That's a *very* good idea. What do we do to change ArbCom powers in this
manner?
The ArbCom reserves the right to make minor changes to Arbitration Policy.

The vote threshold needed in the ArbCom to make minor changes has not been
specified so, IMO, consensus (>75% of active ArbCom members) would be needed to
make this happen.
