Two things here:
1. Unfair if the user is never informed of they were blocked
2. Unfair if someone else uses an IP address they share. In that case
the user has CLEARLY not evaded the block.
Care to explain how that system is a good thing?

24 hours are added on to the sentence each time the same IP address is
used to access Wikipedia, even innocently.
