An apology is
admitting you were wrong. If one side admits they were
wrong, then yes, the dispute is resolved.
Why does one side have to be wrong?
Depends on the nature of the dispute. It's entirely possible to have a
dispute and neither side be wrong. In that case, however, talk of
apologies and forgiveness is meaningless.
