Because regular users cannot undo these actions, which creates a difference
of power. Admin actions should only be done within consensus or compliant to
policies like CSD, and not out of boldness.

The main reasoning behind BOLD is the fact that it's easy to undo any
mistakes. That holds for (most) administrative actions as well as
basic editing, so why wouldn't BOLD apply?
