Whoever it is, should just put their resources on
Metawikipedia (no hold
barred there).
Please let's avoid the attitude of "Everything goes on Meta". That's
what
drove users like Spartacus to place tons of idiosyncratic rants there
which made the RC unusable and the site structure confusing.
Wikipedia users are free to create user pages. We are fairly relaxed as
far as content is concerned, as long as it doesn't clutter RC, is overly
offensive or takes too much disk space. But if "RachelCorrie" isn't an
actual Wikipedia user, I think she should move her content somewhere else.
Meta, however, is for material related to Wikipedia's mission and purpose
-- software, philosophy, policy etc. User pages there can be used to
provide an international user page or a redirect to one, but should not be
considered dumps for all kinds of personal material. If it relates to
Wikipedia, fine.
We need to keep Meta clean just like the normal Wikipedia. It serves
important purposes.
