users should be able to create articles again?
No. As the others have pointed out, the dross rate is very high, and
"not creating" crappy articles is much less work than deleting crappy
articles. However, massaging newbie egos and creating the few
salvageable articles does take a bit of work, and isn't that
rewarding, as most newbies never seem to come back again... (which
begs the question...)
