Certainly requests for arbitration appear to come thick and fast. I am
not aware of a legit complaint not having been made out of fear.
I think it is more the case that people have gone to arbcom and not
obtained quite the result they expected.
Actually, you are incorrect; there are obvious ArbCom cases right now that
no-one is willing to bring before ArbCom.
