Instead of assuming, contact them first, and find out for sure. It's
quite simple, and it astonishes me that anyone would defend summarily
reverting an admin action over communicating with them first and
building a consensus. This is not an emergency, and almost never is.

And when the first admin explicitly refuses to communicate?
That, in fact, is an unusual case. Communicate with them, and if they
don't respond after a *reasonable* length of time, then drop them a
note stating what you are doing and why. What is reasonable? In a
case of blocking, I would say at least a half day if you don't see
them editing, less time if you do see them editing.
