Required by whom? Six wikipedians in a room does not make consensus.
We've certantly had cases of people outright lying
about permissions
requests, so that has to be balenced against our desire to trust and
make things as simple as possible.
If I was willing to lie, I could easily pass this test.
Putting extra obstacles in the way of people trying to do the right
thing does not encourage the right thing to be done. New rules and
more complicated procedure do not enhance the chances of the correct
outcome.
