This is really weird... My French is not so good, but it seems to say
something along the lines of "this is a personal photograph of a user, and
is not intended for distribution or use in the encyclopaedia". Does the
Foundation permit these things? WP should be freely reusable and is licensed
under the GFDL...

Apparently the French Wikipedia allows non-free personal images to be
used in one's own user space?
Does the Foundation really permit individual sites to make unusual
policies like that? Weird.
