My French is not so good, but it seems to say something along the lines of "this is a personal photograph of a user, and is not intended for distribution or use in the encyclopaedia". Does the Foundation permit these things? WP should be freely reusable and is licensed under the GFDL...

Odd, the image has two contradictory license tags, and so does the source. http://fr.wikipedia.org/wiki/Image:Norbert3.jpg
But neither of the tags indicates a free license.
Apparently the French Wikipedia allows non-free personal images to be used in one's own user space?
Does the Foundation really permit individual sites to make unusual policies like that? Weird.
