This really isn't at all about protecting him. Because he is non-notable
putting a slanderous article about him may lead to legal problems.

That's probably true for you and me, but it may not be where White Cat is (with the
caveat that I'm assuming White Cat was formerly known as Cool Cat and I don't
remember Cool Cat ever mentioning where he lived). From [[Libel]], one can read:

false to be defamatory....In some systems, however, notably the Philippines and

Your claim about Quebec is wrong. Criminal libel in Canada is a federal
matter.
