That is excellent advice. If more people did that, there would be more
discussion and less instability in content. The edit summary should
relate directly to the edit, and/or to the talk page, and then a
comment should be left on the talk page, and the editor notified if
they don't respond. The tendency to argue using edit summaries, or to
argue on user talk pages, is lamentable. Notify editors using user
talk pages, have actual discussions of content on article talk pages.
But don't discuss just the content, discuss how to *present* the
content and how to *source* the content.
