implemented by the
arbitration committee, and to attempt to do so is a violation of
charter and their powers.
On the contrary, it is a policy that is already in place and is frequently
being ignored. The arbitration committee pointing this out and telling all
of us to stick to the rules is *exactly* what they are there for.
