Most people do not use their extra accounts to be
disruptive, and therefore a justifiable value
judgement is made among arbitrators, as to the
disruptiveness of a user's editing patterns. "Sock
puppetry" as Andrew said, is limited in definition to
the use of extra accounts to engage in
misrepresentation and disruption.

I am surprised....I have been told that folks are
not
supposed to have more than one account on Wikipedia.
Yet this seems to indicate that having more than one
account is not unexpected.
